Taxer – submission of the annual report to the pension Fund of Ukraine online

Today is exactly a year since Takser was presented to the public. Our first announcement on habré and, therefore, a year later we are here again. As the first post, this publication will be dedicated to the annual report to the pension Fund. But a year ago we were just reminded Ukrainian businessmen about the need for this report to sit, now we have all the necessary tools in order to send it electronically directly in the browser. This year last date — 2 April.

In this article we briefly describe our work over the past year, future plans. To see more details about the process of electronic reporting and electronic digital signature in Ukraine in General and our web services in particular. Very will detail instructions for the submission of the annual report to the pension Fund online. What was done


This year we have done a lot of work: to implement the submission of electronic reports received investments formed legally, monetizirovat assumed liabilities in accordance with Ukrainian laws and his desire for perfection.

Now the web service Takser is the same company "Takser" having an office in the center of Kharkov. Was a registered trademark, and soon we'll move into the domain space .ua. Every day we have more than 30 registrations of new users, and for all the time we have finished more than thousands of e-receipts.

In the closest plans of the preparation of all necessary (calendar and reports) for entrepreneurs with employees, and later on the introduction of accounting accounts. And one of our most daring ideas — the payment of taxes via the Internet — has moved into the implementation phase. We have gathered a complete reference of all the details for payment of business taxes across Ukraine and is already negotiating with several financial companies.

But back to the topic of electronic reporting.

How it works e-reporting


Electronic reporting in Ukraine is regulated by several laws and a number of private orders for specific departments. Main legislative acts: Law of Ukraine "On electronic documents and electronic document flow" and Law of Ukraine "On electronic digital signature".

Currently e-statements take the following regulatory authorities:

User identification and checking the integrity of the sent report are achieved through the use of electronic digital signature. EDS is implemented by the state standard DSTU 4145-2002, adopted in 2002. The digital signature keys are issued by accredited key certification centers. CSK accredited by the Central certifying body under the Ministry of justice of Ukraine. There are about 20, CA, but for reporting to regulatory authorities will approach the keys much smaller number of centres. For example, the State tax service "understands" the keys of all six CA. This is because the CA wants to allow its clients to use the keys to e-statements, must conclude a special contract with the Supervisory authority and to place at the Central gateway of this body deciphering. More on this later.
The key signature is a public key cryptosystem. Acquiring a digital signature, a user receives removable media two files: private key and public key (certificate). Without going into details of the work infrastructure public key note that when using the private key of the electronic document can be signed and uses the public key to encrypt. To decrypt the document, you need the corresponding private key for signature verification is sufficient to have a user certificate.



In practice, this is applied as follows: the generated report document (often an XML document) superimposed electronic signature dealer. The signed document is encrypted using the public key of the organ, which is intended report, and sent to the Central email gateway. Each Supervisory authority has its own email gateway. Having received the report, the gateway determines what keys the CA signed the document, and sends it to the decoding into a corresponding CA. There the document is decrypted, verified signature of the sender and the report is passed for further processing.

Processing of the document is specific to each Supervisory authority, but in the General case, it takes place in two stages: processing of the Central server and processing at the district level. The Central stage of processing takes place automatically and involves the validation report file. For XML files applies the test at the corresponding XSD. Also checks for signatures and matching the signatures of the disposing person. Authenticated at the Central level, the document is sent to the territorial Supervisory authority of the registered dealer. So in the case of tax your report will be sent to your local tax office, in the case of pension Fund — local management of the pension Fund. In the local authority report may reach in a more similar to a paper copy of the form. The tax office file comes as a PDF document. At the district level report viewing operators and at different speeds accept or refuse to accept. The adoption at the district level, legally equivalent to the successful completion of the report.

The results of travel and processing of the electronic report are reflected in the return receipts are sent by the gateway Supervisory authority. Their number and contents depend on the body and even from the CA installed on the gateway. Is the receipt No. 1 on the results of the processing at the Central level and receipt No. 2 on results of processing at the local level. It is the receipt No. 2 brings the coveted "report adopted at local/regional level". The text of the receipt encrypted with your public key and signed with electronic signature Supervisory authority.

E-reports in Texere


For the organization of electronic records under license we use certified crypto libraries Institute of Information Technology. We were prepared libraries that are written in pure java that allows you to use them in a special applet embedded in a web page. This decision is the most cross-platform and easy to use. All the advantages of the web service is here: accessibility from anywhere, from any computer with a modern browser, no need to be constantly updated all edits to the server and available instantly to all.
A little bit about how we store data on the server. The report in our system goes through several life stages. The first — draft. The document is in a draft state when the user decided to save the edited report to the office or send it to the Supervisory authority. In draft status report is encrypted using the passphrase-based password of the user. Related to this is the problem of restoring such documents: if you change the password, drafts of reports cannot be recovered.



If the user is ready to send the electronic report, it goes to the page overlay, EDS. At this stage the report is cloned in two copies that are encrypted in different ways. So the first copy is encrypted using the public key of the user, and the second by all the rules, as required by the gateway Supervisory authority. Being sent, the document goes to the second stage of the same name submitted. The draft report is deleted, it takes place the encrypted user certificate to the document. The second copy is sent to the Supervisory authority of our mail server. The first copy of the report remains in the account and available to him at any time for viewing. Viewing available after the decoding procedure, which also uses a special applet that performs the opposite of cryptopleurine. The submitted report will not be lost after password recovery, as encrypted with a digital signature of the user.

Our mail-server dynamically generates a unique email boxes for each user from which reports are sent and receiving the receipt.

A receipt will be automatically processed: they are placed in the Cabinet to the appropriate report, then the user receives an email notification. Sometimes receipts contain service field with a caption, which fails to determine the status of the receipt (#1 or # 2, accepted). In this case, the status report will change automatically. In cases where the receipt is encrypted as a whole, attempts to determine the status of report is done at the time of decrypting the receipt by the user.



The report and receipts are stored on our servers in the original encrypted form, which ensures their maximum safety. All cryptopleurine are held locally on the user's computer. In the case of encryption of the report the report is given to the applet via https channel, and then transmitted in encrypted form. Otherwise, the text of the document is downloaded by the applet in encrypted form, then decrypted locally and again locally displayed in the browser. Neither the decrypted nor the user key is never sent to the server.

First of all, if you want to report electronically, you need to perform two steps:
    the

  2. the
  3. to sign a contract with the Supervisory authority.

Keys can be purchased at the office of CA in your city. The whole procedure takes no more than 30 minutes. The takser supports keys from the CA "WC and Masterkey". for More information about obtaining keys.

The contract is in electronic form. The procedure is very similar to the procedure of sending of the report. Usually the conclusion of the contract is carried out on the same business day that it was sent. More about the contract with PFC.

If you have completed both steps, then send the annual report will not be no problem. You need to fill in a few fields in this short form. Form pre-filled with values corresponding to the minimum payment of the single social contribution. Our experience shows that the vast majority of entrepreneurs have paid minimum contributions. If you paid tax in a larger size, just enter the required amount in the appropriate field of the month.


Important note: the form suited businessmen on the simplified system of taxation, not participating in voluntary insurance, without employees and family members participating in business activities.

After filling in all the fields, you can go to the preview and overlay signatures. Following the instructions, reset the file public / private key pair in the designated field.





The final confirmation. If everything is correct, click "Send".



Receipt No. 1 should come almost immediately. Receipt No. 2 will come during working hours after verification by the operator. Receipts from PFCs are encrypted as a whole, therefore, the receipt of the status report will change to "New receipt". Decode it, and the status will change automatically.

Last remark: according to the law, an electronic report is considered sent on time if received on the gateway until midnight of the last day of delivery. This year is 2nd April (because March 31 falls on a weekend day). However, there is no guarantee the operation of the gateway in time, and we strongly suggest to send a report before the weekend!
